Allusion

The U.S. Congress spends the majority of its efforts on public committee hearings on a wide variety of issues. These hearings are typically “full of sound and fury, signifying nothing.”

Their intent appears to be to create the allusion of progress and publicity for the Congresspersons to insure that they get reelected.

If they were really interested action and progress, they would hold hearings to determine how the 535 members of Congress, who are all individually intelligent, articulate, educated and affluent, can as a body be so ineffective that majority of the country disapproves of their ongoing performance?
