Attorney finds Fountain Hills Councilman Skillicorn violated ethics code

Finds violations based on two incidents

An independent attorney investigating ethics complaints for the Town of Fountain Hills has found that Councilman Allen Skillicorn is in violation of the Code of Ethics for the Town Council related to two incidents that occurred since September 2023. He was found not to have violated ethics policy related to other incidents that generated complaints.

Investigator Tina Vannucci, an attorney with Fitzgibbons Law in Casa Grande, determined that Skillicorn had violated the town’s ethics policy Sept. 16, 2023, when he is alleged to have pursued a town employee in an aggressive manner in an effort to retrieve a political sign removed by a code enforcement officer.

Code Enforcement Office Pete Lucchese reported to a Maricopa County Sheriff’s deputy that he felt threatened by the way a driver, who turned out to be Skillicorn, was following him through town. The deputy was present with a body camera operating, during a discussion between Skillicorn and Lucchese outside Town Hall. There was also an MCSO report generated on the incident as well as the video. Lucchese also described the incident in a report to his supervisor with the town.
