Budget on council agenda

Approval of the tentative town budget for the 2013-14 fiscal year is on the Town Council agenda Thursday, May 16.

The proposed budget totals $41.7 million including a $13.1 General Fund budget for day-to-day operations and $19.2 million in the Capital Projects Fund.

Debt service and special revenue funds make up the difference.

Approval of a preliminary budget caps the total for discussion. The council cannot increase the total, but may make cuts, before final approval of the budget scheduled for the regular council session June 6.

A public hearing to take public comment will be held at that meeting prior to final consideration.

The new fiscal year begins July 1.

Also Thursday, the council will consider filing as an intervener in a water rate case so as to be able to speak at hearings held by the Arizona Corporation Commission.

On April 26, CCWC and parent company, EPCOR, filed an application with the ACC for a rate increase. The proposed increase is about $3.1 million, equating to a revenue increase of 34.8 percent.

According to EPCOR, current rates are based on the test year of 2006. The new request will be based on 2012.

There is a Town Code amendment on the agenda that includes a definition of graffiti and adding a requirement to keep wall, buildings, fences, etc. free of graffiti at all times.

There will be a public hearing prior to considering the amendment.

Prior to the regular session, which begins at 6:30 p.m., the council will meet as the governing board for the Eagle Mountain Community Facilities District and the Cottonwoods Maintenance District.

The purpose of these meetings will be to set the tentative budgets for those entities for the coming fiscal year.

The meetings are open to the public and will be held in council chambers at Town Hall.
