Council approves zoning changes for apartments in Fountain Hills

Redevelopment at Target plaza

After a lively and lengthy discussion Jan. 17, the Fountain Hills Town Council approved a rezoning application to accommodate a planned four-story, 361-unit apartment complex along Shea Boulevard in Fountain Hills.

The council spent the major portion of a six and a half hour meeting discussing the request to rezone the land for the apartments. The ultimate vote was 4-3 to approve the application. Mayor Ginny Dickey, Vice Mayor Sharron Grzybowski, Councilmembers Brenda Kalivianakis and Peggy McMahon were the votes in favor. Councilmembers Gerry Friedel, Allen Skillicorn and Hannah Toth opposed.

Sandor Development, owner of Four Peaks Plaza where the Target store is located, proposed the plan to redevelop about 6.5 acres of the western section of the plaza with residential apartments. They have cited the underutilized commercial space in the 20-year-old center as a reason to add the residential component to revitalize the shopping center.
