Council orders bond bids

The Town Council has approved the next step on the long road toward the reconstruction of Saguaro Boulevard.

At its Nov. 6 regular session the council approved a resolution ordering the sale of general obligation bonds not to exceed $8.2 million to finance the construction project.

Councilman Henry Leger said it was nice to have arrived at this point after many years of discussion and two public votes before the bonds were approved.

There was no other discussion by the council before the unanimous vote.

The town has advertised for the bond bids and will be receiving the bids through an electronic online process pursuant to Arizona state law.

Bids will be received electronically to the hour of 10 a.m. Arizona time (MST) on Thursday, Dec. 4.

The council will meet for a regular session on Thursday, Dec. 4, at 6:30 p.m. and at that time will consider the bids received and award a contract for the sale of bonds if an acceptable bid is received.

The town may continue the deadline for receiving bids if considered necessary.

Details relating to the cost of the bonds to taxpayers will be available after the bid is awarded.

The $8.2 million will pay for the reconstruction of roughly four miles of the four-lane Saguaro Boulevard between Shea and Fountain Hills boulevards.

The scope of work includes new curb and gutter where necessary, drainage improvements and removal and reconstruction of base material under the asphalt road surface.

A new traffic signal will be installed at Saguaro and Palisades boulevards, however, that will be paid from town capital improvement funds and not be included in the bond costs.

The council will consider a construction bid at its regular session on Nov. 20.

With approval of a contractor, and the bond agreement, construction should be ready to begin early in 2015.

A drainage and culvert project at Saguaro and Ashbrook Wash is expected to run concurrently with the reconstruction work, but that is a joint project with the Maricopa County Flood Control District and is not being funded through this bond sale.
