Council planning retreat Thursday

The Town Council is scheduled to hunker down for its day-long planning retreat on Thursday.

Town Manager Ken Buchanan will begin the session with an overview of the upcoming year as well as a review of council procedures focusing on work study sessions, which have been rarely used the past couple of years.

Council planning retreat Thursday

The Town Council is scheduled to hunker down for its day-long planning retreat on Thursday.

There is a full plate of items on the agenda that will likely use up the time slot from 8 a.m. to 5 p.m.

Town Manager Ken Buchanan will begin the session with an overview of the upcoming year as well as a review of council procedures focusing on work study sessions, which have been rarely used the past couple of years.

Since the retreat is a planning session, the fiscal and financial issues including a forecast and policies will be discussed in preparation for assembling the 2015/16 fiscal year budget.

The town has well established core services it builds its budget around. Those include public safety, administration, community services and development services.

The council will review its operational priorities from the current fiscal year and discuss what should be those priorities for the coming year.

The council will also go over its strategic planning goals.

As a component of budget planning, there will also be discussion regarding capital projects and the capital improvement fund.

The agenda includes a discussion related to transportation and the town’s focus, the status of current road projects and outlook for the pavement management program.

A discussion related to economic development will include the tourism initiative, business attraction and downtown development.

There will be discussion on elements of public safety including law enforcement and fire/EMS services.

Citizen advisory commissions are on the agenda related to consolidation and a discussion related to the role of the public safety commission.

Council members have also added items to the agenda they would like to discuss.

Those include Fountain run times, lighting, commercial zoning and signs.

Also, pedestrian safety issues related to downtown including lighting, traffic lights and traffic calming measures.

The council also wants to discuss a digital advertising sign to display upcoming town events, collection of non-resident sales taxes and business license rules.

The meeting will be held in council chambers at Town Hall and is open to the public, although public comment will not be taken. No council action will be taken during this session.
