Council to consider Tractor Supply Store

The proposal for a Tractor Supply Company retail store in Fountain Hills will be before the Town Council Thursday night.
The council will consider a development agreement for the store on a four-acre site on Monterey Drive at Shea Boulevard.
There are four elements to the agreement including a hillside disturbance allowance to take into consideration the previously disturbed status of the parcel.
There is also a revision to the parking ratios that take into consideration the retail sales floor as well as outdoor display and storage. The total minimum number of parking slots is 86.
The agreement would also grant a special use permit to allow a permanent outdoor display. The Planning and Zoning Commission did vote to recommend the permit be approved by council.
There is also an amendment to drainage detention requirements. The site will be required to provide a minimum stormwater detention volume of 8,000 cubic feet.
Tractor Supply Company is planning a retail building of 21,702 square feet with a 1,250-square-foot “hay barn” or forage shed on the site.
Other issues
The council agenda also includes consideration of proceeding with requests for proposals for a cooperative service agreement/purchase power agreement for solar development within the town’s Cutillo Civic Center.
This would provide for solar generating capacity on site to help defray costs of energy to operate town facilities such as the Community Center and Town Hall.
The council will also consider a cooperative purchase agreement with Icon Enterprises, dba Civic Plus, for design, development and hosting of the town website. The cost is $61,051.35.
The council will discuss a possible formal naming for the Avenue of the Fountains median area after the renovations are complete.
Staff will be providing the council with an update on the tourism program outlining progress in accomplishing goals. The presentation will preview a new marketing campaign, newly-designed print campaign and website redesign and social media forecasts.
Prior to its regular meeting the council will convene in closed executive session to consult with legal staff regarding the Tractor Supply development agreement and legal advice regarding the Chaparral City Water Company water rate case.
The council’s regular session is Thursday, Sept. 18, at 6:30 p.m. in council chambers at town Hall. The meeting is open to the public.
