Drought

Forgive me, but I have read time and time again that we are facing a severe drought emergency in Arizona. Lake Meade is pretty much empty and giving up a lot of ghosts.

If this is true, why are we building more and more multi-dwelling housing and encouraging more and more people to move to Arizona? Does this make any sense to anyone?
