As a businessman, Art Tolis has always looked ahead for a new opportunity.
His vision of converting a former office building on Panorama Drive in Fountain Hills into a 12-unit apartment complex is on the verge of becoming a reality.
The plan to convert the former Christiansen Computer building within a level three commercial zoning district into residential space met with some skepticism from some on the Planning and Zoning Commission as well as the Town Council. The question of whether the more intensive commercial district was appropriate for residential use never swayed Tolis. A special use permit was required for residential in commercial zoning and Tolis was persuasive enough to get the votes to approve the permit and move ahead.
