Fountain Hills Town Council discusses bonds for road work

Funding options for future work

The Town of Fountain Hills will still have roughly a $30-$50 million backlog in road work after fiscal year 2026, which drove the ongoing discussion of possible bonds and funding options by the Town Council to tackle the infrastructure needs during its budget retreat work session on Feb. 24.

Options discussed during the work session were in the $11 to $22 million range, which would help the town tackle major arterial roads such as Fountain Hills and Palisades boulevards. There is typically a three-year period to be able to spend bond proceeds, Town Chief Financial Officer Paul Soldinger said.

Two bond options were presented befor the council. A General Obligation bond, which acts as a secondary property tax, is dependent on voter approval while a Pledged Revenue bond does not and would restrict future revenues until the debt has been paid by the town.
