Putting together a management program to bring streets up to a desired condition in Fountian Hills has been a priority objective for leadership for years, but funding for a long-term construction program has been a challenge.
Except for the Saguaro Boulevard project done about 10 years ago, citizens have refused to authorize a general obligation bond to pay for projects.
However, at a budget workshop discussion held Dec. 5, staff presented the council with an option that has not been proposed before – a pledged revenue obligation bond. This is a program where the council pledges to dedicate a portion of ongoing revenue to repay bond funding. The council can make the decision by resolution, and it does not require authorization from voters.
