Mr. Doty’s letter (Aug. 21, 2019) is ordinary establishment, status quo thinking. Status quo thinking will not cut the mustard, that is in improving the town’s finances into the future. Gestalt methods will improve town finances.

Using Doty’s loaded policing cost, per individual arresting type, at $137,521, present MCSO total coast to the town for 34 individuals is $4,675,714 per year.

A town marshal’s department will be more cost effective if decidedly made so by action from the Town Council. How?

As a talking number of 10 for new town marshals, arresting types, that achieve same capability, instead of 34 MCSO arresting types. Pay those new marshals the same loaded policing cost, or $1,375,210. This cost must necessarily be augmented with lower cost from non-arresting types or administration types, say at an additional cost of $1,375,210, doubling the final cost to $2,750,420 for a brand new town marshal’s department.

The difference between old MCSO cost of $4,675,714 and new marshal’s department cost of $2,750,420 per years is $1,925,294. The difference to be used only for developing new business enterprises for the town. It is important to understand the $1,925,294 accrues each year thereafter, that is if the council again decidedly disallows growth of the $2,750,420, from year to year, as much as possible.

Those new business enterprises of the town will earn “gestalt dollars.” The key to gestalt is to earn those dollars at a fast enough rate to be meaningful. This is development of profit centers!

If the Town Council supplants its will against the will of the electorate, the electorate in previously and summarily turned down for four times new taxes, and the town continues in tax and spend and does not move toward synergistic, gestalt methods, with their non-linear effort, the town will remain stuck in its supposed shortfall.
