News flash for Ms. Wharton, there are existing laws against shooting people, with very severe penalties. She thinks it would be a good idea if gun owners were only allowed to shoot their guns between 3 and 7 a.m.
Under current hunting regulations, it is against the law to hunt during the hours of darkness, for almost all species of game. She speaks of wanting training for gun owners. There is already a requirement for a person to take hunter safety course, before they can purchase a hunting license.

Violence is caused by a culture that lacks a respect for the rights of others and the rule of law, not guns. Fountain Hills is a good example of this. I have lived here 25 years and don’t remember one shooting incident, while on the west side of Phoenix there seems to be shootings every week. The difference is in the culture. I would be willing to bet that the per-person rate for gun ownership is just as high in Fountain Hills as anywhere else.
If guns cause crime, then there should be all kinds of murder and mayhem at gun shows and rifle ranges. The last gun show I went to was very crowded with thousands of people, tens of thousands of guns, and millions of rounds of ammunition. There was no violence and apparently law enforcement did not anticipate any, as there were no armed police officers or guards evident.
Ms. Wharton, if you see someone carrying a gun, it is pretty much a guarantee that the person is an honest citizen. You lose your right to keep and bear arms if you have a criminal record.
