How should public schools address declining enrollment?

With public education headed the way or public housing and public health care, what can be done to make public schools more attractive to families than private schools, charters or home schooling? Should districts create specialty campuses so their schools are more different than they are alike, attracting students with specific interests to specific schools? Should the state totally rework school funding, including the Empowerment Scholarship Accounts? Should districts consider unification and/or mergers?
