How should Valley communities regulate e-bikes?

Kids too young to hold a driver’s license pilot electrical-powered bicycles through Valley sidewalks, streets and intersections, ignoring or unaware of traffic laws, and creating safety hazards for themselves, pedestrians and other motorists. E-bikes are loosely regulated. Currently, they are directed by a mishmash of laws, community to community. Is this a community issue or a state issue? Should they be subject to ordinary bicycle laws or Arizona motor-vehicle laws? Should there be age restrictions for operators? Operator tests? Safety requirements, like helmets?
