What is the purpose of the lagoon? Who are the anticipated end-users? What does the Town hope to gain? Who really benefits?
Prior articles and editorials have commented on the budget deficits facing the Town. We have ongoing road maintenance costs. We have an existing lake that emits unpleasant odors. The pumping system for our signature landmark fountain does not appear to be up to par.

Prior articles and editorials have commented on the budget deficits facing the Town. We have ongoing road maintenance costs. We have an existing lake that emits unpleasant odors. The pumping system for our signature landmark fountain does not appear to be up to par.
My husband and I have lived in Fountain Hills for over 31 years. We have noticed that residential construction is trending toward high dollar homes. Where are the affordable starter homes to attract young families to the town? I assume the proponents of the lagoon expect it to be used by those young families. I cannot imagine grandma and grandpa frolicking in the lagoon.
I trust the Town Council plans to include in the feasibility study the liability insurance costs. Not only the premium for annual coverage, but limits and deductibles per occurrence should be taken into account. As a retired claims manager I have handled and seen way too many claims and lawsuits from water parks, pools, ponds, spas, etc. Claims from drowning to partial drowning with permanent brain damage, head and neck trauma, and illnesses due to water contamination can be financially devastating. And in this litigious society you can bet there will be claims.
I hope that the Town Council is looking at the big picture long term, and that the people of Fountain Hills have the final say before a swimming lagoon is approved.
