The Town Council will be considering proposed changes to the lighting regulations in the Zoning Ordinance when it meets this week on Thursday.
While the Planning and Zoning Commission recommended the changes at a meeting last month it did not include changes asked for by members of a Dark Sky Committee in Fountain Hills.
The committee had asked for a lumen density cap and restrictions on municipal lighting in order to comply with the standards needed to qualify for International Dark Sky certification.
However, Development Services Director Bob Rodgers said those provisions are unenforceable from the Town’s perspective. He said he is not willing to include unenforceable regulations just to meet Dark Sky criteria.
Generally the changes to the ordinance are being proposed to update the regulations related to technology and terminology.
There is a public hearing scheduled for the lighting issue.
The council will also address proposed changes to Zoning Ordinance related to plan approvals. The amendments would require administrative approval for most site plan approvals rather than the time consuming need to present relatively routine items to the council.
The council will also consider the appointment of four citizens to serve on the Strategic Planning Advisory Commission.
The council’s consent agenda includes the usual array of special event permits and easement abandonments.
Also, the consent items include a contract for emergency repairs to the fountain pumping equipment for the entry monument at Palisades and Shea Boulevards. That amount is $99,729.
There is also approval for accepting grant awards from the Fort McDowell Yavapai Nation and the Salt River Pima Maricopa Community totaling $9,000 for the Tourism Fund.
Prior to the regular session the council will vote to go into closed executive session to discuss Zoning Ordinance amendments with the town attorney.
The council will also hear a presentation regarding the Comprehensive Annual Financial Report for the past fiscal year and a financial update on the first quarter of the current fiscal year.
The Town Council meets Thursday, Nov. 3, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public.
