The Iraqi government should print new money completely different from the current one.

This will negate the $450,000,000 stolen by ISIS. People will have one week to convert pocket money to the new one. All bank deposits will be covered by the new money.

ISIS can then use the old money as toilet paper (if they even know how to use toilet paper).
