The Planning and Zoning Commission expressed no concern as it unanimously voted to recommend a sunset extension to the sign ordinance allowing A-frame signs and banners to continue another year.

In making the motion to recommend the council approve the extension, Commission Vice Chairman Eugene Mikolajczyk noted it is something of a political tradition to kick the stick down the road.

He saw no reason they should not do that in this instance.

Commission Mike Archambault said he was encouraged to see the improvement in compliance with the rules.

Town Senior Planner Bob Rodgers noted that that an important reason for the dramatic improvement in compliance was the fact that last year the council eliminated the permit requirement for A-frames, which had been the biggest violation.

There were still a number of banner violations (20) in spite of the fact that businesses along Saguaro Boulevard and parts of Shea Boulevard were given a pass during construction this past year.

The biggest violation related to the banners was leaving them up too long.

Since 2009 the rules allowing A-frame signs and banners have expired on the last day of each year unless the council extends the sunset, which it has continued to do.

The proposed change in this case would extend the sunset another year to Dec. 31, 2016.

The council will consider the proposed amendment when it meets Thursday. There will be a public hearing associated with the discussion.

The meeting begins at 6:30 p.m. in council chambers at Town Hall and is open to the public.

In a separate item on the Dec. 10 commission agenda, Archambault asked for discussion about changing regulations for the C-2 zoning district to allow outdoor music and entertainment similar to the rules for the Town Center Commercial District (TCCD).

While the TCCD is confined to the downtown area along Avenue of the Fountains and the Plaza Fountainside, the C-2 zoning also includes outlying commercial shopping areas in town.

Archambault asked Rodgers to oversee a discussion with two commission members and an at- large citizen to discuss the proposal. They will bring back a possible recommendation for changes the commission can consider recommending to the council.

“I want to look into this without spending a lot of time on it,” Archambault said.

Mikolajczyk and Commissioner Susan Dempster volunteered for the panel. Archambault said he does not necessarily want the citizen to be a business person.

The panel will meet with Rodgers after a citizen is appointed to discuss the issue.
