The entertainment overlay proposal encompasses approximately 63 acres bounded by Palisades Boulevard, Saguaro Boulevard, Avenue of the Fountains and La Montana Drive. There is an additional small section outside that perimeter west of La Montana and north of the Avenue.
The entertainment overlay is designed to accommodate businesses that want to offer outdoor seating, dining, entertainment and similar activity that might normally require a special use permit in a commercial zoning district.

When the Planning and Zoning Commission meets this week on Thursday it will be discussing a proposed entertainment district overlay for the downtown area, as well as proposed changes to the noise regulations.
The entertainment overlay proposal encompasses approximately 63 acres bounded by Palisades Boulevard, Saguaro Boulevard, Avenue of the Fountains and La Montana Drive. There is an additional small section outside that perimeter west of La Montana and north of the Avenue.
The entertainment overlay is designed to accommodate businesses that want to offer outdoor seating, dining, entertainment and similar activity that might normally require a special use permit in a commercial zoning district.
The noise ordinance has undertaken some clarification and consolidation of existing regulations.
The requirements are consolidated into a single location within the ordinance for easier reference and understanding.
The proposal establishes a two-part test for determining when a violation occurs.
It also establishes specific maximum decibel levels allowed during specific times, during specific months.
It clearly outlines enforcement procedures, and lists specific exemptions.
At least one resident has sent a letter to staff and commission members outlining concerns they have regarding clarity and enforcement and fairness related to residential areas.
The Planning and Zoning Commission will meet Thursday, Sept. 8, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public and hearings are scheduled to take public comment.
