Should the council, when it votes, choose to deny an extension the use of the A-frames and banners would be banned by the town.

The Planning and Zoning Commission will take up its annual year-end ritual of considering an extension to the sunset date for business A-frame signs and banners in Fountain Hills.
Over the past few years the town has reconsidered the sunset on the sign regulations on an annual basis hoping to achieve better business compliance with the rules each time. The one-year extensions expire on the last day of each calendar year.
Should the council, when it votes, choose to deny an extension the use of the A-frames and banners would be banned by the town.
A memo to the staff from code enforcement officer Roy Jaffe seems to indicate some improvement in compliance.
Jaffe notes that from Jan. 1, 2015 through the end of November there were eight documented A-frame sign violations. That does not include real estate signs.
Staff reports there were 86 A-frame violations during 2014.
Banner violations, however, increased from 2014 to 2015 by more than 50 percent (from 11 in 2014 to 20 this year).
Jaffe notes that eight of the banner violations were for the “flag banners” and two were for the display of pennants.
Jaffe also pointed out that during the construction on Shea and Saguaro boulevards this past year, which covered nearly the entire year, the town had relaxed the banner regulations allowing businesses fronting Shea and Saguaro to display banners for the duration of the construction.
Jaffe said once construction was complete about 10 businesses needed to be reminded to remove the banners. All those business owners voluntarily complied when reminded.
The Planning and Zoning Commission will meet on Thursday, Dec. 10, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public and there will be a public hearing on the proposed amendment to the sunset date.
The council will hear the issue when it meets on Thursday, Dec. 17.
