P&Z to review Tractor Supply application

Land use applications for a proposed tractor supply retail store in Fountain Hills will be on the Planning and Zoning Commission agenda this week following a delay from an earlier scheduled date.

The commission will be considering approval of a concept plan for the store as well as making a recommendation to the Town Council regarding a special use permit for the site.

A public hearing will be held in association with the special use permit.

Tractor Supply Company is a nationwide retailer for hardware, livestock and equine supplies.

The store is a home improvement concept with landscape, agricultural, clothing and pet care materials. They also offer equipment such as generators and welders.

The proposed site for the store in Fountain Hills is on a 4.02-acre parcel at Shea Boulevard and Monterey Drive.

The primary retail store is 17,709 square feet with an additional 23,761 square feet of stockroom and outside space used for storage and display of agricultural fencing, livestock equipment and horse stalls.

Tractor Supply Stores have normal operating hours of 7 a.m. to 8 p.m. seven days a week.

The special use permit under consideration provides for the outdoor storage and display for the retailer.

The Zoning Ordinance requires that such use in a C-2 zoning district be screened from view by a fence or wall. Tractor Supply Company wishes to use a black aluminum tube fencing, as well as allowing display areas in front of the store to not be enclosed.

The company wants to provide for greater visibility of merchandise and this design is typical for its stores nationwide.

The proposed concept plan includes the overall design for the site and general building plan. Design guidelines call for a split face block building painted in neutral beige color with pilasters at building corners.

Parapets above the roof line will screen rooftop equipment. Proposed architectural elements call for a “colonial red” metal roof on four-foot awnings, faux barn shutters and decorative “gooseneck” light fixtures.

Lighting for the site will comply with the town’s dark sky provisions.

Landscaping will be a reflection of desert low-water plants and will use species including saguaro cactus salvaged from the property.

This project also requires a development agreement for the site, which will be considered by the Town Council when it discusses the plan.

The development agreement takes into consideration issues such as hillside disturbance allowance, revised parking rations allowing for minimum parking requirement of 86 spaces, and an amendment to drainage detention requirements that call for the site to provide for a minimum of 8,000 cubic feet of drainage detention.

The Planning and Zoning Commission will meet on Thursday, Aug. 28, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public.
