Development Services Director Bob Rodgers said in a staff report that the proposal submitted on the application generally meets the criteria for a tower installation. Proximity to residential housing, less than 300 feet, is the key reason the special use permit is required. The 50-foot height is also a key factor. The design does meet the requirement that in the event of failure the tower fall entirely within the water tank enclosure, according to Rodgers.

The report EPCOR attached with its permit application states that the antenna will provide for remote monitoring of water levels as well as remote control and monitoring of pump operations at the site.
The minimum structure height was determined by a radio path survey EPCOR had completed.
The tower will be a galvanized steel pole measuring 10-3/4 inches at the base and tapering to just 3-7/8 inches at the top.
The Planning and Zoning Commission will meet on Thursday, Dec. 8, at 6:30 p.m. in council chambers at Town Hall. The session is open to the public. The commission will hold a public hearing in conjunction with the discussion.
