The Planning and Zoning Commission will consider amendments to update the lighting regulations in the town’s Zoning Ordinance when it meets Thursday.
Interim Development Services Director Bob Rodgers said the proposed changes will update the existing code to be consistent with new standards and technologies.
The information in the ordinance will convert references to watts to lumens, as well as measuring allowable light levels with lumens rather than watts.
The ordinance would adopt updated terms used in the regulations.
Adopt new standards for shielding based on lumens rather than watts.
The changes would reset the maximum level of the lights Correlated Color Temperature at 3,000 Kelvin.
The new ordinance would adopt lumen density caps in non-residential areas.
It also sets a prohibition on light trespass – the light must stay on the property it is designed to illuminate.
The changes do provide for holiday lighting exemptions as well as municipal use and emergency exemptions, and additional exemptions for special events.
The commission will hold a public hearing on the proposed amendments prior to discussion and consideration of a recommendation to Town Council.
The commission will also be discussing the initiation of proposed ordinance amendments that would revise noise regulations to being them into conformance with current technology.
The ordinance changes may also include create a downtown entertainment district zoning overlay.
The town has been looking at the noise regulations since 2010.
The downtown entertainment overlay would carve out an exemption for the noise ordinance.
The Planning and Zoning Commission meets Thursday, July 28, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public.
