This week’s Town Council meeting on Thursday, Dec. 1, will have several ceremonial and recognition items, as well as further discussion and consideration of amendments to the Town Code noise regulations.

Newly elected members of the council will be sworn in by Fountain Hills Municipal Presiding Judge Robert Melton.

Mayor Linda Kavanagh and incumbent council members Dennis Brown and Cecil Yates will be sworn in for new terms as will Councilman-Elect Art Tolis for his first term.

Republic Services Operations Manager Jeff Fanelli and General Manager Tricia Ponce De Leon will present the $10,000 Republic Reward community grant to the Fountain Hills Theater.

The council will recognize the Fountain Hills High School 2016 Girls Volleyball Team as 3A state champions.

The council will also recognize the members of the inaugural class of the Leadership Academy.

Staff has proposed a few changes to amendments to the town’s noise regulations presented in October.

The changes include removing the two points of decibel level measurement in favor of a single measurement within the complainant’s location with windows and doors closed.

The maximum decibel level permitted would be 80 during daylight hours and 50 at night.

Daylight hours would be established as 6 a.m. to 9 p.m. and nighttime is defined as 9 p.m. to 6 a.m. These would remain consistent all year.

The ordinance would also require that all events generally end at 10 p.m. However, event permits for specific events could go until 11 p.m. as is currently done with a maximum 70 dB(A) after 10 p.m.

The Town Council meets Thursday, Dec. 1, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public.
