Along with a number of housekeeping items on the discussion agenda, members will discuss the potential of a fall override election, the proposed FY 2017-18 budget, Superintendent Dr. Patrick Sweeney’s performance-based compensation pay and extracurricular fees for the 2017-18 school year.
The override committee has recommended that the Governing Board move to go forward with a request for a Maintenance and Operation budget override later this year. If the Board elects to approve this recommendation, it will next vote on the pro statement planned to run in the election pamphlet.

School Board set to discuss override, budget

The Fountain Hills Unified School District Governing Board will spend Wednesday evening, June 14, getting its ducks in a row in order to close out the 2016-17 academic year.
Along with a number of housekeeping items on the discussion agenda, members will discuss the potential of a fall override election, the proposed FY 2017-18 budget, Superintendent Dr. Patrick Sweeney’s performance-based compensation pay and extracurricular fees for the 2017-18 school year.
The override committee has recommended that the Governing Board move to go forward with a request for a Maintenance and Operation budget override later this year. If the Board elects to approve this recommendation, it will next vote on the pro statement planned to run in the election pamphlet.
The override currently adds about $1 million to the local district’s budget, providing funds that are classroom focused, such as increased salary for educators, providing full-day kindergarten, funds to supplement program costs, provide professional development, etc.
The Board discussed a potential M&O override at the May meeting. At the time, Superintendent Sweeney was requesting input from the board to bring back to the election committee to help guide its decision concerning a request. The Board expressed a desire to move forward with a November 2017 election, as well as a desire to see the percentage for the M&O override shifted from the current 13 percent to 15 percent.
As Assistant Superintendent for Business Operations Dr. Robert Allen explained back in May, the override is based on student enrollment. With projected numbers for 2019, that shift upward to 15 percent could actually mean the funds provided would be a bit lower than what is currently made available at 13 percent due to enrollment trends.
While the M&O override is a way for the board to plan for funding down the road, the more immediate future will also be discussed at tonight’s meeting. Members will take a look at the proposed budget for fiscal year 2017-18, as well as potentially approve the extracurricular fee scheduled for next school year.
The Board already perused the proposed fee schedule during the May meeting, with no changes made to the current fee schedule except the addition of a few new fees for a few new opportunities. These include a $100 fee for a Spanish course at the middle school, as well as high school fees for the returning dance program and AP testing.
Finally, the board will meet in executive session this evening beginning at 5:30 p.m. to review Superintendent Sweeney’s performance incentive goals for 2016-17. During the action agenda later in the evening, the board will consider a recommendation to award performance-based compensation based on the established goals.
While the executive session is closed to the public, the regular agenda is open to the public and expected to begin at 6:30 p.m. in the District Learning Center.
