Town council approves mixed-use development agreement

Phases 2 and 3 for Park Place downtown

After several weeks of back-and-forth discussions between town officials and developer representatives, the Fountain Hills Town Council unanimously approved an updated development agreement for the Park Place project in downtown with no discussion at its Oct. 21 regular session.

The developer, Shea Connelly LLC, has been given an extension until Dec. 31 of this year to pay fees and pick up the building permits for the project, which have already been approved. The council also granted a request from the developer to use 2018 Universal Building Code, which were used in review of the original plan. The town has since updated its code to the 2024 version.

According to town Development Services Director John Wesley, if the permits are picked up by the end-of-year deadline, the developer then has nine months to begin construction on Phase 3 of the project, an apartment-only building at Verde River Drive at Paul Nordin Parkway. Construction on Phase 2, a mixed-use apartment and commercial development on Avenue of the Fountains southwest of Saguaro Boulevard, must begin within 12 months, per the agreement.
