Town Council meets Thursday

The Town Council will need to look at changes to Town Code to comply with new state laws regarding elections.

The council meets Thursday and on the agenda is an item to change town rules related to holding elections.

The key change is that the town will no longer be able to hold “all mail” elections for its council elections.

The State Legislature approved a law requiring municipalities to hold their elections in the fall (August/November) of even numbered years.

This rule consolidates elections with county and state races and the county cannot accommodate “all mail” ballots. However, voters may still choose to use a mail-in ballot and keep their name on the early voter list.

The change does mean that the town will need to establish “walk in” polling sites for each election.

The change also includes the method of calculating the number of votes required to win in the primary election without going to a general election runoff.

The council agenda also includes a replat of the property at Paul Nordin Parkway and Verde River Drive where the Morning Star assisted living home is currently under construction.

This item has been postponed on two previous occasions.

There is also a request for a special use permit to allow a golf ball net to protect a house currently under construction on Jacklin Drive adjacent to the Desert Canyon Golf Club.

Although there were objections from one neighbor, the Planning and Zoning Commission unanimously recommended the council approve this permit.

The council will hear a presentation from Strategic Planning Advisory Commission Chairman Dana Saar and offer direction as the commission prepares to move forward with a Strategic Plan update.

The plan was originally adopted in 2006 and updated in 2010.

The town’s annual Comprehensive Annual Financial Report for the year ending June 30, 2015, will be presented Thursday along with an update from staff on the finances for the first quarter of the current fiscal year.

Prior to the regular session the council is scheduled to go into closed executive session beginning at 5:15 p.m.

According to the agenda, that meeting is for legal consultation related to a development agreement for Park Place along the Avenue, a settlement offer on a tax enforcement action and the Fountain Hills Theater lease.

The Town Council meets for its regular session on Thursday, Nov. 5, at 6:30 p.m. in council chambers at Town Hall. The meeting is open to the public.
