The initial settlement distribution received by the town is $41,418. Subsequent annual payments of accumulated settlement collections are received in June of each fiscal year.

Town Council to consider town manager contract

The proposed contract indicates Goodwin will be paid a base salary of $195,000 per year.
The council also will consider approval of a memorandum of understanding with the Fountain Hills Youth Substance Abuse Prevention Coalition for the annual distribution of Opioid Settlement Funds for the education and prevention of drug abuse among the youth in the town. The initial settlement distribution received by the town is $41,418. Subsequent annual payments of accumulated settlement collections are received in June of each fiscal year.
There is a public hearing and consideration of a request for a special use permit to increase the number of beds in an existing assisted living home in a residential neighborhood at Palisades Boulevard and Westby Drive. The facility is on a .37-acre parcel within an R-3 multi-family zoning district. There are no plans to expand the footprint of the existing building. Neighbors did express concerns to the Planning and Zoning Commission regarding potential increase in traffic, parking on the street and neighborhood safety. The P&Z Commission recommended denial on a 5-1 vote in May. The request is to increase the number of beds from 10 to 16.
Town staff is asking the council to consider two agreements for town related work. These include a professional services agreement (second amendment) with Kimley-Horn Associates for design of intersection improvements at Fountain Hills and Palisades boulevards and a cooperative purchase agreement (first amendment) with Interwest Safety Supply for traffic/street signs and hardware.
Council will consider a request for the extension of a special use permit for residential use within a C-C commercial zoning district at Ivory Drive and El Pueblo Boulevard. The applicant was unable to obtain a building permit within the time prescribed by code due to a need to redesign the electrical system for the building.
The council will consider the appointment of a youth commissioner to the Community Services Advisory Commission.
Fire Chief Dave Ott will make a presentation regarding the Town of Fountain Hills Emergency Response Plan. This report was requested in the aftermath of the wildfire that destroyed a community on the island of Maui, Hawaii.
Fountain Hills Youth Substance Abuse Prevention Coalition Executive Director Tammy Bell will also make a presentation to the council.
Mayor Ginny Dickey has three proclamations to present before the council. She will designate October as Domestic Violence Awareness Month. Oct. 8-14 is to be designated Fire Prevention Week. Oct. 15-21 is Arizona Cities & Towns Week.
Prior to the regular meeting the council will meet in closed executive session to discuss a proposal for a wireless communications ordinance, as well as a contract agreement with Maricopa County Sheriff’s Office.
The Town Council will meet Tuesday, Oct. 3, in council chambers at Town Hall with the regular session at 5:30 p.m. The meeting is open to the public.
